A device programmer is basically an interface panel (sometimes with a screen to display read-back information) with controllers and a connection port. These appliances are connected directly to a piece of machinery. An operator can program the circuitry of a mill to alter an operation. Chip programmers can be used to alter various machinery, from specifically designed circuits and small devices to large-scale industrial production lines.
